Robert Ruocco
Vice President, Chief Information Officer

Robert Ruocco joined Highmark Blue Shield of Northeastern New York in 2016 and is the company's vice president, chief information officer.
With more than 20 years of technology experience, Ruocco is responsible for establishing the health plan's technical vision and leading the company's technological development.
Prior to joining Blue Shield, Ruocco served as vice president, chief operating officer, information technology, for Healthfirst, a not-for-profit managed care organization serving close to 1.2 million members in the greater New York City area. In that role, he maximized performance and service delivery for information services, reducing administrative costs, and transforming healthcare delivery for the company.
Ruocco earned a master's degree in science, information management from the Stevens Institute of Technology, a master’s degree in strategic management from Niagara University, and a bachelor's of science from William Paterson University of New Jersey.
He serves on the board of directors for the American Lung Associations Buffalo and Northeast Chapters, AAA of Western/Central NY, Mission Ignite powered by Computers for Children and the Computer and Science Engineering Advisory Board for the University at Buffalo. Ruocco serves as Treasurer and Former Chair of the Blue Cross Blue Shield CIO Roundtable.
